Um. No, um,it means that..we need to set aside partisan differences...because we are all responsible for letting the dogs out, and...and assigning blame is less important than retrieving and securing the dogs. So, we should all, like, just stop bitching about Bush turning a surplus into a deficit because we all own that deficit, and being "angry" and assigning "blame" is, just, so immature.
